The center of the flag features a large white disk, known as the "Mon," which contains the prefecture's emblem. The design of the flag represents the fusion of the historical provinces of Suruga and Tōtōmi, both incorporated into Shizuoka Prefecture. The red stripe symbolizes the former Suruga Province, while the green represents Tōtōmi. The white disk with the emblem reflects the samurai crest of the Tokugawa shoguns, who ruled over both provinces during the Edo period.
