Description/Blazon:

A gold-colored metal and enamel device, featuring a shield with the following blazon: Azure, two quills crossed in saltire Argent, penned Or, positioned between a golden eagle displayed and wreathed with laurel branches Or, and a lamp of knowledge Or enflamed Gules. Attached above the shield is a red scroll inscribed "HIGH ABOVE," and below the shield, a red scroll doubled back and inscribed "THE REST," all in gold letters.

Symbolism:
