Description:

A a shield with the following blazon: Or, a chevronel Gules, issuing from the base, a lightning bolt palewise of the same, and an enhanced arched nebuly chief Azure. Below the shield is a red scroll inscribed with "RISING TO THE DEFENSE" in gold letters.
