The shield is divided into four quarters, each representing different regions: Armas de Aragón (Aragon arms) for Arica y Parinacota Region, Pampas Viejas for Tarapacá Region, Castille and León for Coquimbo and Ovalle provinces, and France's fleur-de-lis for Concepción and Chilean central regions. Above the shield, an Andean condor holds a banner inscribed with the motto "Por la razon o la fuerza" (By reason or by force). This emblem was used during the rule of Bernardo O'Higgins and José Miguel Carrera, prominent figures in Chilean independence.
