Virginia. House (U.S. Civil War) The Virginia House refers to the lower house of the General Assembly of the Commonwealth of Virginia during the U.S. Civil War. Established in 1619, it was one of the oldest legislative bodies in North America. During the Civil War, the Virginia House played a significant role in the secession movement and the subsequent war. The House initially voted against secession but subsequently reversed its decision, ratifying Virginia's Ordinance of Secession on April 17, 1861. Following the war, Virginia readmitted itself to the Union in June 1868. Today, the Virginia General Assembly continues to function as a bicameral legislature, consisting of the Senate and the House of Delegates.
