Constructed during the American Civil War, the tower played a significant role in maintaining communication lines between Union forces led by Major General Benjamin Butler and their counterparts in City Point, Bermuda Hundred, and along the James River. The tower's exact design and construction details are not extensively documented; however, it is believed to have been used for observing and relaying information about Confederate movements and activities. Despite its historical importance, the original structure no longer exists, and only remnants can be found at the site today.
