Description/Blazon
On a blue shield, rounded at the base, with a red border, a white five-pointed star with a tapered red ray detached and positioned between each of the points.

Symbolism
The white star on a blue background is inspired by the first official flag of the Republic of Texas, adopted in May 1836, designed by Lorenzo de Zavala, a native of San Antonio. The red rays symbolize the courage of Texans who have fought valiantly in all wars since 1826. The red border represents the blood shed in defending the liberties of both the United States and the broader cause of freedom.

Background
The shoulder sleeve insignia was approved on 10 May 1967 and cancelled on 1 November 1973.
