This is the official municipal flag of Fredrikstad, a Norwegian city in Østfold, built around a heraldic bear and a fortress.

Visual Elements & Composition

Red dominates the field, covering roughly seven-tenths of the surface, with yellow filling the rest in flat vector shapes. The layout is a single rectangle, and the composition follows traditional heraldic principles: one central motif, clearly bounded, and readable at a glance. Meaning & Symbolism

The imagery descends from the city's first known seal, dated 1610, and links Fredrikstad to the arms of neighbouring Sarpsborg. That kinship has a dramatic backstory. Fredrikstad was founded as a new city after Sarpsborg was burned during the Northern Seven Years' War. The modern flag was designed by Hallvard Trætteberg and approved by royal resolution on April 21, 1967, the year of the city's 400th anniversary.
